Meet PACER: our flagship open-source framework for proactive AI risk management, safety regulation and accountability.

PACER is the flagship framework and toolkit from ethical.ink that challenges the dominant narrative: that AI is bound to get out of control and that we’re doomed. PACER a system of interconnected parts, which work together to produce an automated and self-correcting system that is optimised for both machines and humans.
The core PACER framework and its foundational white paper will be entirely open-sourced. The framework will be released under a protective license: it is free for all to use, but derivatives and commercial products built around it are prohibited. While the baseline blueprints are public, the deep enterprise implementation pipelines will be gated via specialist consultancy to ensure only serious, committed players are executing these controls.
The complete PACER toolkit contains disparate, highly specialized systems. While a full technical exploration requires days of analysis, this introduction outlines the three core pillars of the PACER architecture.
Before we go into the details of PACER, let’s be clear that we are not downplaying the risks of AI or painting a rosy picture of the future. This is not a time for dreaming, but a time for serious and decisive action.
There is no guarantee or implications that this is “the” solution to managing AI Risk, we present the PACER Framework as one of the potential solutions of many out there.
Our current approach to industry risk is a chaotic exercise in “wait and see” management. We watch tech firms release volatile, multi-billion parameter models, only to suddenly realise that the model can bypass modern security protocols or crack secure password hashes, forcing an emergency public withdrawal. This is not management; it is an absence of governance resulting from an AI race that is neck and neck. PACER replaces this reactionary chaos with a structured, governance framework along with tools to measure risk and mitigate it.
PACER Advocates Self-Regulation since the field of AI is too complex and advancing far too rapidly for bureaucrats to understand and regulate. Self-regulation is no longer an option but a necessity.
We do not need to wait for decades for bureaucrats to draft static legislation. We already possess the structural blueprints for rapid, high-level alignment—such as the United Nations Security Council. Despite its geopolitical flaws, it proves that world leaders can be forced into a single room to address immediate global crises.
PACER establishes a corporate equivalent: a mandatory, rotating roundtable where tech leaders meet on a rigid schedule to audit one another’s systems. Competitors will actively grade each other’s homework based on hard operational metrics, tracking Severity 1 through Severity 3 systemic failures in real time.
The primary excuse for delaying comprehensive AI safety infrastructure is always cost. Industry executives throw around staggering, multi-billion-dollar figures, claiming that independent, continuous system oversight is financially unsustainable.
PACER solves the capital bottleneck through the 1% Rule.
We propose that global technology giants commit exactly 1% of their net revenue (after tax and disbursements) into an independent, locked escrow fund in perpetuity. This is not the billion dollar budgets that some executives claim is necessary; for massive tech conglomerates, 1% of earnings is a mere rounding error.
Yet, when pooled globally, this 1% fund is more than enough to fully finance independent global safety research, peer-auditing infrastructure, and continuous monitoring systems for a decade or more. The system will entirely pay for itself without impacting corporate innovation.
At the deployment level, PACER implements a continuous, multimodal agentic monitoring architecture. Instead of trying to invasively tear open the software’s “black box,” PACER deploys an external, always-on behavioral defense network. Because complex technical systems require intuitive human analogies, this architecture is designed as a coordinated canine security pack, operating off a strict data dictionary of success and failure parameters.

The PACER framework proves that AI safety does not require abstract emotional appeals, parental metaphors, or invasive hardware surgery. By combining peer-driven corporate accountability, independent escrow funding, and automated agentic containment networks, we can confidently manage the fast-evolving AI landscape.
We have the tools, we have the logic, and the framework is now open to the world. It is time to stop panicking about the future and start engineering it.
